HANDLER PREPAREDNESS
- Maintains puppy’s health (vaccines, exams,
appears healthy) - Owner receives and signs Responsible Dog Service Dog Owner’s Pledge
- Owner describes adequate daily play and exercise plan
- Owner has completed a Canine Behavior and Training Form
- Owner has obtained some form of ID for
puppy-collar tag, etc.

- ORA Appropriate Certifications – Public Awareness and Handler Validation
- Handler Doctor/Practitioner Prescription Letter
- Canine/Handler Legal Rights Placards

CANINE BEHAVIOR BASICS FOR SERVICE DOGS
WELCOME
ORIENTATION
- Breakdown personalities
BEHAVIOR ASSESSMENT
- Free of aggression toward people
- Free of aggression toward other dogs
- Tolerates collar, body harness, or carrier (small breeds) of owner’s choice
- Owner can hug or hold puppy (depending on size)
- Canine allows owner to take away a treat, toy, or food

BEHAVIOR ASSESSMENT TEST
MINIMUM STANDARDS:
HOME (FHA – For ESA’s ONLY) ASSESSMENT
- Canine exhibits acceptable behaviors 1 and 2 as outlined in the Behavior Assessment Catalog.
- Handler has acquired an acceptable form of prescription from a qualified practitioner that defines the need for the service animal.
AIRLINE (ACAA – For ESA’s ONLY) ASSESSMENT
- Canine exhibits acceptable behaviors 1, 2, 3, 4 and 5 as outlined in the Behavior Assessment Catalog.
- Handler has acquired an acceptable form of prescription from a qualified practitioner that defines the need for the service animal.
